GENERAL ASSEMBLY ACTIVITIES

Senate Floor Action
This afternoon the Senate heard HB 1043, referendum process and remonstrance process, on second reading.  Senator Hershman brought an amendment to the bill that was requested by IASBO.  The amendment increases the thresholds for petition remonstrance process from $2 million to $5 million and the referendum thresholds from $10 million to $15 million.  This is effective as of January 1, 2018.  After December 31, 2018, the thresholds will be increased each year by the assessed value growth quotient.  IASBO thanks Senators Hershman and Alting for their assistance on this amendment.

After a lengthy debate and a challenge from the minority whether the bill should be heard, HB 1005 (superintendent of public instruction) was voted on and passed 28-20.  The bill states that the governor will appoint the state superintendent after 2025.

Other bills voted on this afternoon were:

  • HB 1009, school financial management  (47-1)
  • HB 1007, education course assess program (40-8)
  • HB 1003, student assessments (32-16)

On the House floor, the following bills were voted on:

  • SB 409, collective bargaining (98-0)
  • SB 309, distributed generation (56-43)
