IASBO Spring Institute

IASBO SPRING INSTITUTE – 4 CERTIFICATION COURSES
Indiana ASBO will provide four Certification Program courses on April 10-11 at the Primo Banquet and Conference Center in Indianapolis.  The four courses highlight human resources issues.  Please check your portfolios to see if you need any or all of these courses.  Please register on the IASBO website. The agenda for April 10-11 is as follows:

Tuesday, April 10, 2018
8:30 a.m.            Registration 

9:00 a.m.            Introduction to Human Resources Administration (HR110) 
Dr. Shenia Suggs, Asst. Superintendent for Human Resources, MSD of Wayne Twp.; Susan DeLong, Asst. Superintendent for Human Resources, Tippecanoe School Corp. 
The course will focus on the overall aspects of human resources in public schools. Topics will include staffing practices for both certified and classified positions, at will employees, benefits administration, labor relations, employee retirement plans, contract administration, and payroll administration. (Required – CBO, HR / Elective –ACBO, BOS, FD)

1:00 p.m.            Labor Relations & Contract Administration (HR112)
Michelle Cooper, Director, Lewis & Kappes 
The course will detail administration of the collective bargaining contract regarding discussion, grievances, complaints, salaries and wages, and benefits. The course will also examine the legal differences between an employee and an independent contractor, and issues related to at-will employees, workers compensation, job site discrimination, sexual harassment, and various types of employee leave. (Required –HR / Elective – CBO, ACBO, BOS, FD)

Dr. Shenia Suggs, Asst. Superintendent for Human Resources, MSD of Wayne Twp.; Debra Wolfe, Benefits Specialist, MSD of Washington Township 
The course will emphasize the laws, regulations, and practical aspects of providing employees with medical, dental, vision, long-term disability, life, and long-term care benefits. Also included will be issues related to Affordable Care Act, HIPPA, COBRA, 403 (b), 401 (a), VEBA and Section 125 plans. (Required – ACBO, HR / Elective – CBO, BOS, FD)

1:00 p.m.            Group Health / Medical Insurance (HR116) 

Richard Sutton, President, RESutton & Associates; Bill Mallers, Business Manager, Northwest Allen County Schools 
The course focuses on the basics of group insurance especially medical benefits, premium contributions, fully insured programs, minimum premium, self-funded, networks, trusts (MEWA), PL 232, reserves, open enrollments, Affordable Care Act, HIPPA, COBRA, dental, vision, life, LTD, and long term care. (Required – CBO, ACBO, HR / Elective –BOS, FD)

POSITION OPENING
Position:              Business Manager

EFFECTIVE DATE: July 2, 2018

ESSENTIAL DUTIES AND RESPONSIBILITIES:
•Responsible for budget development, administration and long range financial planning for the District
•Participates on the Superintendents' Team
•Assist the Superintendent and staff to analyze financial and educational problems and develop solutions to
problems which ultimately improve daily operations.
•Provide presentations to community organizations as needed
•Participates with county and state organizations in staying abreast of school finance reform and other districtrelated
issues
•Prepares documents and information related to bonding and other financial issues
•Prepares and oversees the preparation of District financial reports
•Ensures that report formats meet all State, local and in-District reporting requirements
•Analyzes and approves periodic capital equipment requests
•Serves as administrative liaison to the Board Finance Committee
•Prepares and submits tax resolutions for the Board
•Ensures the timely transfer of funds from taxing authorities to the District
•Monitors tax appeals
•Acts as sole conduit for Freedom of Information Act requests and responses
•Provides for proper internal control and accounting procedures
•Prepares external reports to federal and state governmental entities
•Supervises the bi-annual audit to ensure a timely review of all documents and prepares the annual financial
report
•Works with the Assistant Superintendent to develop and oversee the budgets for state and federal grants
•Oversees the accounting of various District funds such as student activities, athletics, food services, etc.
•Prepares and analyzes financial information for administrative level decision-making
•Oversees District cash flow and recommends investment alternatives
•Oversees the monthly reconciliation of all bank accounts
•Maintains satisfactory attendance
•Complies with Corporation Bylaws, Policies and Employee Handbook
•Models Corporation Mission Statement and Fundamental Objective

CERTIFICATION: Business Manager Experience (3 years preferred); State Chief School Business Official Certification

SALARY AND BENEFITS: Administrative Benefit Schedule; Salary negotiated based on experience
