IASBO September 26 & 27 Professional Development Opportunities

Indiana ASBO will be presenting two professional development activities on September 26 and 27 Both sessions will be held at Primo South Banquet and Conference Center in Indianapolis.  Registration for each event can be done on the IASBO website. Please share the information regarding the HR Handbook seminar with others in your corporation who would benefit from this excellent session. The details of each activity are as follows:

September 26

“Human Resources Handbook Seminar”
This will be a comprehensive workshop addressing a wide variety of personnel policies, including issues such as the FMLA, ADA, worker’s compensation, employee discipline, FLSA wage/hour procedures, nondiscrimination and equal employment opportunity, anti-harassment, employee background checks, staff social media policy, employment contracts, employee versus independent contractor status, assignment and transfer, resignation, reduction in force, dress code, arming staff and many more.  
This will be an interactive session with opportunities for audience participation and discussion of real life experiences of school officials around Indiana.
NOTE: 1) Bring either a hard copy or an electronic copy of your district handbook to participate in table work/activities.
2) Attendees are encouraged to submit questions and additional proposed personnel policy topics in advance of the workshop.  This link is to a survey for online input of questions / topics.

“Two Certification Courses”

The concept of fund accounting is basic to the day-to-day operation of schools and the accounting for revenue and expenditures. The course will introduce the basic concepts, rules, and regulations associated with fund accounting. The course will cover the chart of accounts that controls the recording of receipts and expenditures by fund. The course will include a study of the 18-month budget cycle used to prepare a budget and audit requirements specific to Indiana. The course will also focus on the administration of grants and funds not developed in the annual budget cycle. Included are the basics of establishing a budget, timely reporting, carry-over funds, close out of funds and grants, and coordination with payroll. Students will study audit results and comments issues by the Indiana State Board of Accounts, learn how to prepare for an audit, find out what to expect during an audit, and discover the appropriate follow-up to an audit.

The course covers the legal, moral, and philosophical issues associated with proper business ethics. The course will review policies and codes of conduct that can serve as guidelines for employees to follow when and/or if confronted with tough or difficult decisions. Course material will also cover topics such as conflicts of interest, accountability, and public trust. The second part of the course deals with fraud detection and prevention. Students will learn to spot behavior or practices that may indicate fraudulent behavior, such as ghost employment, bid collusion, bogus billings, falsification of public records, and fraudulent work related or personal injury claims and theft. Learn the appropriate actions to take to investigate suspected fraud. Students will explore the legal duty and appropriate steps to pursue individuals suspected of fraudulent activities and learn to develop policies, practices and procedures to reduce or eliminate fraud.

Position:   Excess Cost and Part B Grants Specialist
Location:  Indiana Department of Education

Purpose of Position/Summary:
This position primarily assists the Part B Grants Manager in administration and oversight of all Part B grants, and is responsible for reviewing and approving LEA grant applications and modification requests; helping to develop procedures, protocols and forms used in the sub-grantee award process; providing grants-related technical assistance to LEAs; and other duties as assigned.

The incumbent also assists the Lead Excess Cost Specialist in the implementation of the application and invoice process for state funding of the excess costs of educating students whose disabilities preclude achievement in the existing public school setting.

Job Requirements:
•Bachelor's Degree in Special Education or related field
•At least one year experience in special education, public administration, business, or related field
•Expertise with Microsoft Office suite, including Word and Excel
•Knowledge and understanding of requirements and purposes of IDEA, Article 7, and FERPA
