Re: House Enrolled Act 1003  – Education Matters (1 of 3)

Background:

House Enrolled Act (HEA) 1003 (2020) is a various education matters bill affecting numerous parts of the Indiana Code. This guidance pertains to Section 3 of HEA 1003 which focuses on the publication of the Annual Financial Report (AFR) under IC 5-3-1-3. This provision is effective July 1, 2020.   

Guidance:   The amended language allows a school corporation the option of either publishing a detailed AFR or an AFR summary report that includes a description of how to find and view the full AFR on the internet. School corporations must publish the report not earlier than August 1 or later than August 15. The amendment also requires the Indiana Department of Education (IDOE) to make the financial reports available on IDOE’s website.    IDOE is preparing a template for school corporations to use for the detailed or summary version of the report. A separate communication will follow this month.

OFFICE OF SCHOOL FINANCE ANNUAL BUDGET WORKSHOP

Due to COVID-19, the Office of School Finance will not hold its Annual Budget Workshop in June. In lieu of the workshop, staff will record and post a WebEx that includes state tuition support and other updates.

SUBJECT:  May State Tuition Support Payment Update

The Office of School Finance finalized the May State Tuition Support payment for school corporations and charter schools.  The updated Form 54 Monthly Distribution of State Tuition Support can be found at https://stateaid.doe.in.gov/.  This is a secure site and will require a login and password.  The login is the 4-digit corporation number and the password is the corporation PIN.  

As a result of COVID-19, there was retroactive change in the Indiana Medicaid Federal match rate.  The effective date of the change was January 1, 2020.  The SMAP rate used to determine Medicaid withholding was 34.16% and is now 27.96%.  The change affected previous Medicaid adjustments reflected on the Form 54 for the months of February, March, and April.  The end result is a plus Medicaid (other adjustment) amount as part of the May state tuition support payment using the revised rate for Medicaid withholding amounts.  Staff used the amended rate to calculate the normal monthly May Medicaid withholding reflected in the “Other Minus” column.
